About the Organization
The International Organization for Artificial Intelligence (OIA / IOAI) was established in Strasbourg, a prominent European center for institutions, democracy, and human rights, with the aim of contributing to the development and promotion of ethical, inclusive, and responsible Artificial Intelligence in the service of people and society.
The Organization operates within the international civil society and seeks to contribute actively to dialogue and cooperation among states, European and international institutions, research and educational institutions, the economic sector, civil society, and individuals on issues related to digitalization, Artificial Intelligence, and emerging technologies.
The Organization is independent of governments, political parties, religious organizations, and commercial interests. It conducts its activities in a spirit of independence, neutrality, transparency, and international cooperation, guided by the fundamental European values of human rights, democracy, and the rule of law.
The Organization is guided by the principles set forth in Recommendation CM/Rec(2007)14 of the Committee of Ministers of the Council of Europe on the legal status of non-governmental organizations in Europe, the European Convention on the Recognition of the Legal Personality of International Non-Governmental Organisations (ETS No. 124), as well as the United Nations Declaration on Human Rights Defenders (Resolution A/RES/53/144).
In all its activities, the Organization is committed to respecting human rights, applicable national legislation, and international principles and standards relating to ethics, scientific research, innovation, and the responsible development of Artificial Intelligence and digital technologies.
Legal Form and Normative Framework
The Organization is a non-profit association governed by local law and subject to Articles 21 to 79 of the Local Civil Code, as enacted through the introduction of the German Civil Code of 15 June 1896 and subsequent amendments, and remaining applicable in the territories of Bas-Rhin, Haut-Rhin, and Moselle.
The Organization acquired legal personality upon its registration in the Register of Associations maintained by the competent judicial court in Strasbourg. The establishment of the Organization was published in the official legal notices publication designated for the Bas-Rhin department, in accordance with the provisions of the applicable local civil law.
The Organization is further guided by the principles and standards set forth in the following European and international instruments:
- Recommendation CM/Rec(2007)14 of the Committee of Ministers of the Council of Europe on the legal status of non-governmental organizations in Europe, adopted on 10 October 2007.
- European Convention on the Recognition of the Legal Personality of International Non-Governmental Organisations (ETS No. 124, Strasbourg, 24 April 1986; entered into force on 1 January 1991).
- Fundamental Principles on the Status of Non-Governmental Organisations in Europe (Strasbourg, 2002).
- Recommendation CM/Rec(2018)11 of the Committee of Ministers of the Council of Europe on the need to strengthen the protection and promotion of civil society space in Europe.
- United Nations Declaration on Human Rights Defenders (Resolution A/RES/53/144).
- European Convention for the Protection of Human Rights and Fundamental Freedoms, in particular Articles 10 (freedom of expression) and 11 (freedom of assembly and association).

International Organization For Artificial Intelligence (IOFAI)
The International Organization For Artificial Intelligence (IOFAI) is an international organization dedicated to advancing Artificial Intelligence through innovation, education, research, and global collaboration. The Organization aims to promote the study, responsible use, and development of Artificial Intelligence and digital technologies in an ethical and responsible manner, in support of peace, sustainable development, and human rights. Within the framework of this purpose, the Organization seeks in particular to: - Encourage scientific and technological research in the fields of Artificial Intelligence, Machine Learning, and related technologies. - Develop educational, academic, and professional training programs that respond to the challenges of digital transformation and the evolving needs of the labor market. - Promote international cooperation among research institutions, universities, governments, international organizations, civil society organizations, and relevant stakeholders. - Organize conferences, seminars, training programs, publications, and scientific and technological events. - Conduct studies, provide expert advisory services and assessments, carry out ethical audits, and provide consultancy in the field of responsible Artificial Intelligence. - Support humanitarian, educational, and technological projects aimed at empowering vulnerable and underserved communities and expanding their access to technology. - Contribute to the development of rules, standards, and best practices in the field of ethical and responsible Artificial Intelligence. - Promote individuals’ digital rights and contribute to the protection of personal data and privacy. - Establish, develop, and maintain partnerships and cooperative relationships with European and international institutions, including the Council of Europe, the European Union, and United Nations agencies. - Represent and promote the interests of the international civil society in the fields of digital governance, Artificial Intelligence governance, and emerging technologies. The Organization may undertake any lawful complementary activity that serves its principal purpose, provided that such activity is conducted on a non-profit basis.
